RALEIGH – The North Carolina Department of Agriculture and Consumer Services (NCDA & CS) announced it has received a block grant of US $ 79.6 million to help producers and forest owners who have suffered losses in 2018-2019 because of hurricanes Florence, Michael and Dorian. The application period runs from July 1 to October 1 and includes Union County among the state’s 90 eligible counties.
According to an agency press release, the program will offer direct payments to eligible poultry / livestock and plasticulture producers. The agency said the aid would only involve losses associated with the three hurricanes not covered by other USDA disaster programs.
The NCDA & CS said the program will also provide technical and financial assistance to forest owners in counties declared in emergency states that have been affected by these hurricanes. According to the statement, comprehensive forest management plans will be offered to eligible people to assess the storm’s impacts on their forests and identify recommendations.
“The eligibility conditions differ considerably between the agricultural and forestry categories of this block grant,” Agriculture Commissioner Steve Troxler said in the statement. “I encourage farmers and forest owners who think they may be eligible to check out the online links for agricultural applications or to contact their local NC Forest Service County Ranger office for the ‘Woodland Recovery’ component. .
The NCDA & CS said poultry / livestock and plasticulture producers will need an updated and completed IRS Form W9, ready to be scanned into the app. The agency also encourages producers to research and collect any evidence of structural damage to poultry / pork and any evidence of damage to plasticulture and greenhouses caused by these specific storms. Applicants will need to be prepared to scan the documents in the application for payment review.
